On November 28, 2019, President Muhammadu Buhari unveiled the National Digital Economy Policy and Strategy (NDEPS) for 2020–2030 at the International Conference Centre in Abuja. The policy document, developed by the Federal Ministry of Communications and Digital Economy, is organized around eight pillars intended to reposition Nigeria’s economy to take advantage of digital technologies.
Pillar 7, titled “Digital Society and Emerging Technologies,” identifies quantum computing alongside artificial intelligence, robotics, blockchain, and other fourth industrial revolution technologies as areas for government attention. According to the published strategy document, the pillar calls for facilitating the adoption and adaptation of these technologies in Nigeria. The National Information Technology Development Agency (NITDA) was designated to coordinate implementation across relevant sectors.
While the NDEPS does not allocate dedicated funding for quantum technology or establish a quantum-specific program, the document represents the first time the Nigerian federal government formally acknowledged quantum computing within a national policy framework.
