OECD and European Patent Office Publish Joint Report Mapping the Global Quantum Ecosystem

The OECD and the European Patent Office (EPO) published a joint report, “Mapping the Global Quantum Ecosystem,” on December 17, 2025. The 163-page report draws on data from patents, startups, investment flows, and workforce trends to provide a mapping of the worldwide quantum technology field.

According to the publication, the report covers innovation patterns, firm-level analysis, core-firm investment trends from 2014 to 2024, skills mapping, international trade in quantum-relevant goods, and the role of government. It includes patent landscape analysis from 2005 to 2024 and trade dependency data for quantum-relevant goods comparing 2018–2019 and 2022–2023 periods.

An OECD press release accompanying the report stated that the United States leads in innovation and funding, while Europe, Asia, and other regions are building strong foundations. The report found that both startups and established companies play vital roles in the quantum ecosystem, and that public support and international collaboration remain key to future progress. Estimated annual quantum R&D funding data covered 19 OECD member countries and European Commission programs for the years 2015 to 2023.
