OECD Holds Quantum Technology Forum in Madrid on Collaborative Governance Pathways

The OECD Global Forum on Technology (GFTech) held a quantum-focused event titled “Entangled Future: Collaborative Pathways Towards Responsible Quantum Technologies” on April 24, 2025, in Madrid. The event was hosted by the Government of Spain through the Ministry for Digital Transformation and Civil Service and the Ministry for Science, Innovation and Universities, according to the event page.

OECD Secretary-General Mathias Cormann delivered welcome remarks alongside Spanish ministers. Sessions covered national quantum strategies, workforce development, supply chain challenges, digital security considerations, and access to quantum technologies for developing countries. Spain introduced its new National Strategy for Quantum Technologies during the opening session.

Panelists included policymakers and experts from India, the United Kingdom, the Netherlands, Brazil, and multiple other countries. The by-invitation event took place at the Fundación Telefónica, with simultaneous interpretation in Spanish and English. Breakout sessions operated under the Chatham House Rule and addressed topics including skills demand, supply chain dependencies, export controls, and equitable access to quantum technologies across the development spectrum.
