OECD Publishes Overview of National Quantum Strategies and Launches Policy Database

The OECD published “An Overview of National Strategies and Policies for Quantum Technologies” on December 8, 2025, as Digital Economy Papers No. 379. The 45-page paper reviews the timelines, motivations, scope, goals, assessment mechanisms, and governance structures of national quantum strategies across OECD member countries.

According to the publication, 18 OECD members plus the European Union had adopted dedicated national quantum strategies as of November 2025. The paper reported that governments worldwide had committed an estimated USD 55.7 billion to quantum science and technology since 2013. Analysis of the OECD Fundstat database found that 12,209 quantum-oriented R&D projects received funding awards amounting to approximately USD 11.235 billion (in purchasing power parity terms) across 19 OECD members and European Commission programs between 2015 and 2023.

Alongside the paper, the OECD made available its Quantum Technologies Policy Database, which collects information on close to 250 policies across 40 countries and the European Union. The database covers five main policy instruments: institutional funding for public research, project grants for public research, grants for business R&D and innovation, public procurement, and equity financing. Data was initially acquired from The Quantum Insider and then reviewed, curated, and extended by the OECD Secretariat using official government sources.
