Quad Tokyo Summit Signals Future Focus on Quantum Technologies in Horizon Scanning

At the Quad Leaders’ Summit in Tokyo on May 24, 2022, the four member nations identified quantum technologies as the next focus area for their horizon-scanning cooperation on critical and emerging technologies. The joint leaders’ statement noted: “We continue to strengthen our horizon scanning cooperation following our deepened discussions in biotechnology through our efforts on mapping and a corresponding Track 1.5 and a future focus on quantum technologies.”

Beyond the quantum signal, the summit launched the Common Statement of Principles on Critical Technology Supply Chains, advancing cooperation on semiconductors and other critical technologies. Leaders also signed a Memorandum of Cooperation on 5G Supplier Diversification and Open RAN, and announced plans to convene a business and investment forum for industry partners to expand capital flows for critical and emerging technologies.

President Biden, Prime Minister Albanese of Australia, Prime Minister Modi of India, and Prime Minister Kishida of Japan attended the Tokyo meeting. Six leader-level working groups were now operating, covering COVID-19 response, climate, critical and emerging technologies, cyber, space, and infrastructure.
