Wilmington Declaration Reaffirms Quad Support for QUIN and Quantum Investment

At the 2024 Quad Leaders’ Summit in Wilmington, Delaware, on September 21, 2024, the leaders of Australia, India, Japan, and the United States reaffirmed their support for the Quad Investors Network (QUIN) and its quantum technology activities. The Wilmington Declaration stated: “We welcome private sector initiatives — including the Quad Investors Network (QUIN), which facilitates investments in strategic technologies, including clean energy, semiconductors, critical minerals, and quantum.”

In its annual Report to the Quad Leaders, the QUIN provided a status update on its Quantum Center of Excellence and reported that it had facilitated nearly ten strategic intra-Quad investments and partnerships in 2024 across critical minerals, renewable energy, cybersecurity, and aerospace sectors. Among the QUIN-supported companies was Qanapi, an Australian-U.S. quantum-hardened cybersecurity encryption firm that had partnered with a Fortune 50 technology company.

New QUIN initiatives announced at the summit included a Memorandum of Understanding for the creation of a startup campus in Tokyo, supported by the QUIN and the Chiba Institute of Technology’s Center for Radical Transformation, along with a set of voluntary investment principles to guide responsible investment in emerging technologies. India was announced as the host for the 2025 Quad Leaders Summit.
