The Romanian government approved the National Strategy for Quantum Technologies (SNTC) for 2024–2029 by government decision in September 2024. According to the Digital Watch Observatory, the strategy outlines Romania’s roadmap for quantum technology development, seeking to position the country as a regional hub for quantum innovation within the European quantum ecosystem.
The strategy establishes three primary objectives: ensuring the necessary resources for developing quantum technologies, growing Romania’s national quantum technology industry, and strengthening the country’s international position in the field. It calls for the creation of two new institutional bodies, the National Authority for Quantum Sciences and Technologies (ANSTC) and a Quantum Innovation Center (QIC), to coordinate national efforts.
A government communication cited by Romanian media noted that the strategy addresses quantum-safe cryptography, secure communications, workforce development through targeted educational programs, and the commercialization of quantum technologies. The document followed Romania’s adoption of its National Strategy for Artificial Intelligence in July 2024. An operational committee on quantum competences (COCC), bringing together industry, academia, and government agencies, is to be established within the ANSTC framework.
