Russia Approves Quantum Communications Industry Regulation Concept Through 2030

On July 17, 2023, the Russian government published the Concept of Regulation of the Quantum Communications Industry until 2030, approved by Prime Minister Mikhail Mishustin through Decree No. 1856-r. According to the Global Trade Alert entry on the decree, the concept highlighted the need to support local quantum companies through preferential loans, grants, equity injections via venture funds, and other forms of state aid.

Mishustin stated that “quantum communications is a promising area, and for its further development it is necessary to create a favorable regulatory environment, to eliminate barriers that hinder such processes.” Russian Railways and the National Quantum Laboratory participated in the development of the document.

Key goals of the concept included stimulating the quantum communications market, supporting domestic manufacturers, and achieving a high level of information security. The document also announced intentions to finance the adoption of quantum technologies by small and medium-sized enterprises and to restrict public procurement access for foreign quantum goods and services. It emphasized the need for legal mechanisms governing the use of quantum communications in existing communication networks and the creation of new quantum communication networks.
