On February 17, 2021, Rosatom informed TAdviser that, as part of events dedicated to the Year of Science and Technology in the Russian Federation, it had presented priority areas of work toward creating a domestic quantum computer. The state corporation reported allocating 6.1 billion rubles (~$80 million) for the implementation of the quantum computing roadmap during 2021.

According to Inside Quantum Technology, total funding of more than 23 billion rubles ($310 million) was expected to be allocated by 2024. Financial resources were directed toward constructing a nanofabrication center at the Skolkovo Innovation Center and updating existing laboratory complexes of National Quantum Laboratory participants.

By January 2022, Rosatom representatives stated they would present a draft second roadmap for quantum computing to the government by the end of 2022, covering the period from 2025 to 2030. The main task for that next phase was described as uniting quantum processors into a common network to create a quantum internet.
