South Korea: QRNG Designated National Strategic Technology Under Special Act

In June 2025, the Ministry of Science and ICT and the Korea Institute of Science and Technology Evaluation and Planning (KISTEP) confirmed that quantum random number generation (QRNG) technology from Korean company EYL qualified as a national strategic technology under Article 9 of the Special Act on Fostering National Strategic Technologies.

According to The Quantum Insider, this was the first time quantum technology had been verified under the national strategic technology framework among the 12 designated major fields. Out of 17 technologies evaluated in this second round, only two received the designation. MSIT Director of the Science and Technology Policy Bureau Kang Sang-wook noted the verification’s importance as it was the first in the quantum field. Companies with strategic technology designation gain access to policy financing advantages, eligibility for government programs, and military service designations.
