South Korea: National Assembly Passes Quantum Promotion Act, Effective November 2023

In October 2023, the National Assembly passed the Act on the Promotion of Quantum Science and Technology and Quantum Industry. The law, which took effect in November 2023, provided a legal mandate for quantum R&D funding programs, startup support, research center establishment, and international cooperation.

According to QuIC’s Quantum Korea 2024 description, the act was passed to support the government’s quantum policy following the June 2023 strategy announcement. The legislation defined government responsibilities and strategy implementation mechanisms, creating a governance structure including a high-level Quantum Strategy Committee to steer quantum initiatives. By providing statutory authority for continuous investment and long-term planning, the act was designed to ensure policy continuity across electoral cycles.
