On October 29, 2025, the United States and South Korea signed the U.S.-Korea Technology Prosperity Deal in Gyeongju, North Gyeongsang Province, on the sidelines of APEC meetings. Ha Jung-woo, South Korea’s senior presidential secretary for AI and future planning, and Michael Kratsios, Director of the White House Office of Science and Technology Policy, signed the agreement.
According to the White House, the deal included a quantum-specific section titled “Leading Quantum Innovation,” which committed both sides to advance trusted and interoperable standards for quantum technologies, deepen partnerships between leading quantum institutions, and secure the quantum supply chain. The agreement also covered AI, semiconductors, biotechnology, 6G, and space cooperation. It built on the U.S.-U.K. Technology Prosperity Deal signed in September 2025.
