On July 23, 2025, Taiwan announced its “Ten Major AI Infrastructure Projects” initiative, which designated quantum technology as one of three core strategic technologies alongside silicon photonics and AI robotics. The initiative, projected to generate more than NT$15 trillion (US$510 billion) in economic value by 2040, was described in the Taipei Times as a plan to position Taiwan as a global leader in artificial intelligence.

Premier Cho Jung-tai said Taiwan would use its information and communications technology sector and semiconductor manufacturing capabilities to become a “smart technology island.” Under the initiative, the government planned to establish a quantum technology industry chain and develop sovereign AI capabilities. Additional goals included creating 500,000 jobs, establishing three international-level research laboratories, and mobilizing more than NT$100 billion in venture capital for AI innovation.

According to the NSTC, quantum technology joined smart robots, silicon photonics, and sovereign AI as priority areas receiving dedicated technology budgets under the council’s coordination.
