On November 27, 2025, the Emirates News Agency (WAM) reported that the UAE had approved the National Encryption Policy and issued its executive regulation. According to WAM, the policy calls on government entities to develop clear, formally approved transition plans from traditional encryption methods to post-quantum cryptography (PQC).
The UAE Cybersecurity Council was designated as the central authority overseeing PQC migration across government systems. Collaboration with QuantumGate, an ATRC-backed subsidiary of VentureOne, will support the transition through three national programs: the National Information Assurance Program, the National Cybersecurity Index Platform, and the National Post-Quantum Migration Program.
Dr. Mohamed Al-Kuwaiti, Head of Cybersecurity for the UAE Government, said the approval represented a major advancement in the national cybersecurity framework. The Cryptography Executive Regulation classifies government entities by priority levels for compliance and applies to sectors including government, defense, finance, healthcare, and aviation. The regulation mandates cryptographic asset inventories and structured migration roadmaps.
