United Kingdom Publishes AUKUS Open General Licence for Defence Trade

On August 16, 2024, the UK government published the AUKUS Nations Open General Licence (OGL), which came into force on September 1, 2024. The OGL permits, subject to certain conditions, the export of dual-use items or military goods, software, or technology between Australia, the United States, and the United Kingdom, according to the Export Control Joint Unit notice.

AUKUS cooperation covers advanced capabilities including quantum technologies. The OGL was issued to reciprocate a new US exemption to the International Traffic in Arms Regulations (ITAR) for the UK and Australia. A parliamentary statement noted the changes would support up to £500 million in UK defence exports annually. To use the OGL, UK exporters must be enrolled in the AUKUS Authorized Users list. Certain goods and technology are excluded under an excluded technology list that forms part of the licence.
