On March 11, 2024, the UK government issued the Export Control (Amendment) Regulations 2024, introducing new export controls on quantum technologies, cryogenic technologies, semiconductor technologies, additive manufacturing equipment, and advanced materials. The regulations came into force on April 1, 2024, after which an export license became required for the export of newly controlled items to any destination, according to the Export Control Joint Unit notice.
Three new entries were added to Schedule 3 of the Export Control Order 2008: PL9013 covering semiconductors, cryogenic systems, and advanced materials; PL9014 covering quantum computers, qubit devices, qubit circuits, and quantum control and measurement components; and PL9015 covering additive manufacturing equipment. These were unilateral UK controls distinct from and extending beyond the retained EU Dual-Use Regulation.
The controls coincided with similar measures introduced by France, the Netherlands, and Spain, reflecting a coordinated effort among like-minded countries. An updated Open General Export Licence for EU member states was published on March 26, 2024, permitting export of items in the new categories to all 27 EU member states. The expansion also broadened the scope of the “military and dual-use” sensitive sector under the National Security and Investment Act 2021.
