United States: Trump Signs Genesis Mission Executive Order Listing Quantum as Priority Domain

On November 24, 2025, President Trump signed Executive Order 14363, “Launching the Genesis Mission,” establishing a national effort led by the Department of Energy to accelerate AI-driven scientific discovery. According to the White House text, quantum information science is listed among the priority domains alongside biotechnology, critical materials, nuclear fission and fusion energy, space exploration, and semiconductors and microelectronics.

The executive order directs the Secretary of Energy to establish and operate the American Science and Security Platform, integrating the nation’s supercomputers, AI systems, and next-generation quantum systems with scientific instruments across DOE’s 17 National Laboratories. Within 60 days, the Secretary must identify at least 20 science and technology challenges of national importance spanning the designated priority domains.

The DOE stated that the Genesis Mission will build the quantum ecosystem to power discoveries for decades to come. Under Secretary for Science Dario Gil was designated to lead the initiative. The order directs public-private collaboration through cooperative research agreements, user-facility partnerships, and placement of fellows and apprentices in national laboratories.

White House Science Advisor Michael Kratsios described the Genesis Mission as “the largest marshaling of federal scientific resources since the Apollo program.” The order is implemented subject to the availability of appropriations and does not include dedicated quantum-specific funding.
