United States and Japan Sign Technology Prosperity Deal Covering Quantum Research and Supply Chains

On October 28, 2025, the United States and Japan signed the U.S.-Japan Technology Prosperity Deal in Tokyo. The Memorandum of Cooperation was signed by Michael Kratsios, Director of the White House Office of Science and Technology Policy, and Japanese Minister of State for Science and Technology Policy Onoda Kimi.

The deal includes a dedicated section on Quantum Information Science and Technology (QIST). According to the White House, the participants intend to collaborate through leading quantum institutions and national laboratories to assess quantum performance, develop quantum algorithms, overcome challenges for quantum technologies in real-world environments, and enable scientific discovery. The agreement also calls for supporting the next generation of scientists and engineers, with efforts in securing technology and supply chains to build a trusted quantum ecosystem.

A separate section on Advanced Radio Access Networks and Connectivity commits both countries to collaboration on quantum networks through the U.S. National Science Foundation and Japan’s National Institute of Information and Communications Technology.

The White House described the deal as advancing joint efforts to secure the innovation ecosystem, with a focus on research security and protection of quantum technologies. The U.S.-Japan Technology Prosperity Deal was signed one day before the U.S.-Korea Technology Prosperity Deal, both building on the U.S.-U.K. Technology Prosperity Deal signed in September 2025.
