In September 2018, the National Science and Technology Council (NSTC) Subcommittee on Quantum Information Science released the National Strategic Overview for Quantum Information Science. The document identified six policy areas for federal action: science, workforce, industry, infrastructure, economic and national security, and international cooperation.

Prepared under the White House Office of Science and Technology Policy, the overview called upon federal agencies to develop plans addressing each policy area in order to maintain and expand U.S. leadership in quantum information science over the following decade. Contributing agencies included the Department of Energy, the National Science Foundation, the National Institute of Standards and Technology, and the National Security Agency, among others.

A Federal Register notice in December 2018 subsequently invited public comment on implementation of the overview’s recommendations.
