ASEAN Digital Masterplan 2030 Adopted With Quantum Technology Reference

The 6th ASEAN Digital Ministers’ Meeting (ADGMIN), held in Hanoi, Vietnam, on January 15-16, 2026, adopted the ASEAN Digital Masterplan 2030 (ADM 2030) and the Hanoi Digital Declaration. According to Vietnam’s Ministry of Science and Technology, the ministers emphasized the central role of ADGMIN in policy development and strategic direction for key technologies such as AI and quantum technology.

ADM 2030 sets out a shared strategic direction to guide regional digital cooperation for 2026-2030, building on ADM 2025. According to BowerGroupAsia, which attended the meeting, quantum computing featured in discussions but remains a long-term consideration rather than a near-term policy focus for most member states. Singapore was described as the most advanced in ecosystem readiness, while countries such as Thailand were signaling interest through 2030 timelines.

Crowell and Moring LLP, which also covered the meeting, noted that ADGMIN discussions included “strategy development support to enhance AMS’ resilience in preparation for swiftly evolving technologies such as quantum computing.” ADM 2030 thus marks the first ASEAN digital masterplan to reference quantum technology, correcting the absence that characterized its predecessor.
