Canadian Centre for Cyber Security publishes post-quantum cryptography roadmap for federal systems

On June 23, 2025, the Canadian Centre for Cyber Security published the Roadmap for the migration to post-quantum cryptography for the Government of Canada for non-classified federal information technology systems. The document says it took effect that day and sets out a Government of Canada-wide migration path to post-quantum cryptography (PQC).

The roadmap assigns roles to the Cyber Centre, the Treasury Board of Canada Secretariat, Shared Services Canada, and federal departments and agencies. It sets milestones of April 2026 for an initial departmental PQC migration plan, annual progress reporting beginning in April 2026, completion of migration for high-priority systems by the end of 2031, and completion for remaining systems by the end of 2035. The guidance also says departments will be required to identify crypto use, incorporate PQC in procurement, and plan for cryptographic agility.
