Egypt Expands National AI Council Mandate to Include Quantum Computing

Egypt’s Cabinet approved expanding the mandate of the National Council for Artificial Intelligence (NCAI) to include quantum computing, biotechnology, and other emerging technologies at a meeting on January 14, 2026. The body was renamed the National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies, according to Daily News Egypt.

Prime Minister Mostafa Madbouly chaired the cabinet session. The expanded scope covers the establishment of regulatory and ethical frameworks for quantum computing and biotechnology, with the stated goal of supporting startups and strengthening Egypt’s international competitiveness.

Originally established in November 2019 by the Cabinet of Ministers, the NCAI was created to develop and oversee implementation of Egypt’s National AI Strategy. It is chaired by the Minister of Communications and Information Technology and includes representatives from government entities, the private sector, and independent experts. Additional responsibilities under the expanded mandate include recommending capacity-building programs to develop domestic expertise across artificial intelligence, quantum computing, and other emerging technologies.
