Egypt’s Ministry of Communications and Information Technology published the Guide to Egypt’s National AI Governance Framework on March 15, 2026. The document was authorized by Minister Raafat Hindy in his capacity as Chairman of the National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies, according to the framework document published on the government’s AI portal.
The framework identifies the renamed council as the central policy body and strategic architect for governance of AI, quantum computing, and related emerging technologies. It adopts a risk-based regulatory approach, classifying AI systems into four risk tiers, and mandates the council to collaborate with the Ministry of Higher Education on integrating AI ethics and governance into university curricula.
Alongside the governance framework, the Ministry also released National Generative AI Guidelines under the same council structure. Both documents incorporate global standards from UNESCO, OECD, and ISO/IEC while adapting them to Egypt’s context. The Egyptian Center for Responsible AI, housed within MCIT, was assigned responsibility for operationalizing the framework.
