Countries & Organisations

Greece signed the European Quantum Communication Infrastructure (EuroQCI) Declaration in late November 2019, joining eight other EU member states in a second wave of signatories to the cooperation agreement originally launched in June 2019. Croatia, Cyprus, France, Lithuania, Slovakia, Slovenia, Sweden, and Finland also signed at the same time, bringing the total number of participating countries to 19. The European Commission announced the expansion on November 28, 2019.

By signing, Greece committed to working with other EU member states, the European Commission, and the European Space Agency (ESA) on the development and deployment of a quantum communication infrastructure spanning the entire EU within the next decade. The infrastructure would consist of a terrestrial segment using existing fiber communication networks and a space-based segment using satellites.

A Greek representative stated that Greece decided to join because “when security is at stake, it is incumbent upon us to further engage and collaborate as a single European community.” The representative added that the program would help shape an industrial advantage at the European level. The Greek Ministry of Digital Governance signed the declaration on behalf of Greece.
