The European Commission approved two cross-border quantum communication proposals with major Greek involvement, the Greek Ministry of Digital Governance announced on August 8, 2025. The SEEWQCI and TransEuroOGS proposals received evaluation scores of 24/25 and 23/25 respectively from independent evaluators, ranking among the highest-scored projects in the Connecting Europe Facility (CEF) Digital competition.
SEEWQCI (South-East Europe to Western Europe Quantum Communication Infrastructure), coordinated by Greece through GRNET, will interconnect national quantum communication infrastructures in Greece, Cyprus, Bulgaria, and the Netherlands. The project includes a 1,100 km terrestrial quantum key distribution (QKD) network and integration of five optical ground stations. Its total budget is €17.8 million, with 50% co-funding from CEF Digital, as reported by GRNET.
TransEuroOGS, coordinated by Germany with Greek, Irish, and Luxembourg participation, focuses on technical harmonization and interoperability of European optical ground stations in preparation for the EAGLE-1 and SAGA satellite missions. That project carries a budget of approximately €19 million, also with 50% CEF co-financing. Both projects represent Phase II of the EuroQCI initiative, building on the national deployments established during Phase I.
