Montenegro began participating in the European High Performance Computing Joint Undertaking (EuroHPC JU) as one of several non-EU associated countries joining the initiative alongside EU member states. The EuroHPC JU, created in 2018 and reviewed in 2021 by Council Regulation (EU) 2021/1173, pools resources from the European Union and participating countries to develop a world-class supercomputing and quantum computing ecosystem in Europe. Montenegro’s participation enabled its researchers and institutions to access European supercomputing resources and participate in EuroHPC-funded projects.
According to the EuroHPC JU, its mission explicitly includes developing “a world-leading federated, secure and hyper-connected supercomputing, quantum computing, service and data infrastructure ecosystem.” Montenegro is listed alongside other non-EU participating states including Iceland, North Macedonia, Norway, Serbia, and Turkey. These states cooperate with the EU to advance strategic autonomy in high-performance computing, artificial intelligence, and quantum computing.
The EuroHPC JU is jointly funded by its members with a budget of around €7 billion for the period 2021–2027. Its private members include the European Quantum Industry Consortium (QuIC), reflecting the integration of quantum technologies into the Joint Undertaking’s scope.
