On August 27, 2025, Prime Minister Jonas GahrStore announced a five-year investment of NOK 1.1 billion (approximately USD 100 million) in quantum technology at KONGSBERG’s facilities in Trondheim. The announcement was attended by Minister of Research and Higher Education Sigrun Aasland and Minister of Digitalisation Karianne Tung, according to The Quantum Insider.
The package consists of a new allocation of NOK 750 million (roughly USD 70 million) added to the existing annual investment of NOK 70 million (approximately USD 6.5 million per year). The Research Council of Norway will manage the program, with a formal call for applications expected in 2026. The government stated the goal is to mobilize large companies capable of building and leading an industrially anchored technology community for commercial quantum technology.
Store described the initiative as “a historic initiative for Norway as a technology nation,” citing the importance of quantum technology for national competitiveness and security. The program will require co-financing from participating companies and is structured around a five-year technology community model linking firms, research institutes, universities, and colleges.
