On November 1, 2024, Norway introduced expanded export controls on quantum computing technologies, advanced semiconductors, and related items. The Norwegian Ministry of Foreign Affairs amended the Export Control Regulations and introduced a new Annex III listing specific critical goods and technologies subject to control, according to a summary published by law firm Wikborg Rein.
Annex III covers quantum computing technologies, including systems supporting a certain number of fully controlled and connected physical qubits with low error rates, as well as quantum software and technology. It also controls advanced semiconductor manufacturing equipment, high-purity materials, and high-performance integrated circuits.
Norway’s implementation mirrored measures already adopted by Denmark, Finland, the Netherlands, Spain, and the United Kingdom, forming part of a coordinated plurilateral effort outside the Wassenaar Arrangement. The U.S. Bureau of Industry and Security had published its own corresponding interim final rule on September 6, 2024. A transitional period of approximately one month was provided to allow affected parties to adjust to the new requirements. The Norwegian government indicated plans to expand Annex III with additional goods and technologies in the near future.
