Norway Launches Process to Develop National Quantum Technology Strategy

In May 2025, the Norwegian government officially launched the process of developing a national strategy for quantum technology. Minister of Research and Higher Education Sigrun G. Aasland unveiled the initiative at the QIT Norway 2025 workshop at Simula Research Laboratory in Oslo on May 12 and 13, according to Simula.

According to NordForsk, the strategy will be built on a knowledge base prepared by the Research Council of Norway, Innovation Norway, and the Norwegian National Security Authority. The stated goal is to build internationally competitive research environments across the three core areas of quantum technology: computing, sensors, and communication.

Norway had been the only Nordic country without a national quantum technology strategy. Denmark adopted its strategy earlier, and Finland and Sweden had been developing their own. The QIT Norway workshop, organized by Simula, OsloMet, and Sigma2, included presentations on quantum sensing, quantum communication, and quantum computing, as well as a panel discussion on quantum education needs.
