The Quantum Computing Society of the Philippines (QCSP), in partnership with IBM Asia Pacific, the Department of Science and Technology (DOST), the Department of Information and Communications Technology (DICT), and the Development Academy of the Philippines (DAP), concluded a two-day invitation-only Quantum Readiness Workshop on April 24, 2026. The event was held at DAP’s Graduate School of Public and Development Management (GSPDM) in Pasig City.
According to the workshop organizers, the second day of the program centered on action planning across five government-led working groups. These groups addressed Security and Digital Infrastructure (led by DICT), Financial and Capital Markets (led by the Bangko Sentral ng Pilipinas), Industry and Innovation (led by the Department of Trade and Industry), Critical Infrastructure (led by the Department of Energy), and Workforce and Education (led jointly by DOST, the Commission on Higher Education, and the Department of Education).
Outputs from the working groups are set to be consolidated into a national quantum readiness report. The session also included a proposal for a national quantum-safe assessment baseline, which would establish benchmarks for evaluating the preparedness of Philippine government systems and critical sectors against quantum-enabled cybersecurity threats.
Participants discussed the formation of a formal inter-agency technical working group or steering committee. Under the proposed structure, DICT would lead the body, with strategic alignment provided by DOST and the National Economic and Development Authority (NEDA). This arrangement would coordinate quantum technology policy development across the participating agencies.
The workshop brought together representatives from multiple national government agencies, reflecting a cross-sector approach to quantum readiness planning. IBM Asia Pacific contributed technical expertise during the sessions. The event builds on earlier QCSP-led initiatives to advance quantum computing awareness and policy coordination in the Philippines.
