The Philippine Department of Science and Technology (DOST) published the Quantum Computing and Artificial Intelligence Research and Development Roadmap in 2023. According to Qureca’s global quantum initiatives tracker, the roadmap commits ₱860 million (approximately $15.4 million) to developing the country’s own quantum computer, quantum network, quantum simulator, and quantum metrology capabilities by 2030.

Key objectives outlined in the roadmap include building indigenous quantum computing capabilities, establishing national infrastructure for quantum networks and metrology, and creating a dedicated Quantum Technology R&D Center. A U.S. International Trade Administration market intelligence report noted that the roadmap also emphasizes high-performance simulation, education and training, and international collaboration.

DOST Secretary Renato Solidum Jr. subsequently referred to the document as the 2022-2028 Quantum R&D Roadmap, describing its goal as establishing a national quantum network and positioning the Philippines as a central player in Southeast Asia for quantum-enabled industries and research.
