Singapore’s Minister for Digital Development and Information Josephine Teo unveiled the Hybrid Quantum Classical Computing (HQCC 1.0) initiative on March 11, 2025, at SupercomputingAsia 2025, backed by S$24.5 million (USD 18 million) from the National Research Foundation, according to the Quantum Insider.

HQCC 1.0 will be led by the National Quantum Office and will draw on resources from the National Quantum Computing Hub and the National Supercomputing Centre Singapore. The programme focuses on middleware development for communication between quantum and classical systems, algorithm research, and workforce training.

At the same event, NSCC Singapore signed MoUs with AMD and CSC Finland. The AMD partnership establishes a Centre of Excellence for HPC-driven solutions including quantum computing. The CSC Finland partnership furthers collaboration on AI, quantum computing, and green data centres. A new national supercomputer was expected to be operational by late 2025.
