On March 22, 2023, a coalition of five Swedish organizations submitted the report “A Swedish Quantum Agenda” to the Swedish government. The agenda was handed to Minister for Education Mats Persson during a roundtable discussion at the Royal Swedish Academy of Engineering Sciences. According to Vinnova, the report was produced jointly by Vinnova, the Swedish Research Council, RISE, Swelife, and the Wallenberg Centre for Quantum Technology (WACQT).
The document identified nine areas requiring investment and coordination to strengthen Sweden’s quantum technology position, including the formulation of a national strategy, long-term financial support for quantum research, education and skills development, and promotion of international cooperation at Nordic, European, and global levels. It also called for support for standardization, innovation, and commercialization.
Vinnova Director General Darja Isaksson said Sweden had strong research but needed “to build a national ecosystem for innovation and commercialization of the technology.” The report noted that Sweden’s quantum research was largely dependent on private funding from the Wallenberg Foundation, with no equivalent government investment in education or innovation.
