On May 25, 2025, the prime ministers and heads of government of the Nordic countries issued a joint statement on quantum technologies at their summer meeting in Finland. According to the Finnish government’s publication of the declaration, the leaders committed to strengthening regional cooperation across quantum computing, communication, sensing, and cryptography.
The statement outlined several policy objectives: developing and promoting quantum technologies for societal benefit, enhancing scientific and educational partnerships across the Nordic region, strengthening collaboration between national funding programs, exploring common funding initiatives, and monitoring regulatory development. It called for utilizing frameworks including the Nordic Council of Ministers, NordForsk, Nordic Defence Cooperation (NORDEFCO), and NATO for quantum collaboration.
Denmark, Finland, Iceland, Norway, and Sweden, along with the Faroe Islands, Greenland, and Åland, were covered by the declaration. The first implementation initiative under the agreement was RESTING (Resilience and Critical Infrastructure for the Nordics), a Nordic Innovation-funded project bringing together ecosystem leaders from Sweden, Finland, Denmark, and Norway to develop joint strategies for protecting critical infrastructure using quantum technologies.
