The Swedish government gave the Swedish Research Council (Vetenskapsrådet) the task of developing a basis for a national quantum strategy covering the period 2025 to 2030. According to QSIP’s report on the announcement, the purpose was to strengthen Sweden’s long-term ability and position in the quantum field and to develop the attractiveness of Swedish researchers and institutions as international cooperation partners.
The mandate required the Research Council to consider which research and innovation areas within the quantum field Sweden was already prominent in, and how theoretical and applied quantum research could be accelerated within existing research programs. The strategy was also expected to address security and defense implications of quantum technologies, including protective measures, global standards, and secure international partnerships.
KTH Royal Institute of Technology reported that the strategy should contain strategic goals and initiatives for research, education, innovation, commercialization, and research infrastructure. The government assignment followed the 2023 Swedish Quantum Agenda, which had called for exactly such a coordinated national approach.
