The National Cybersecurity Coordination Center (NCSCC) under Ukraine’s National Security and Defense Council (NSDC) joined the Quantum-Resistant Cryptography in Practice (QARC) project, funded through the European Union’s Horizon Europe program. The NSDC announced its participation on February 12, 2026, with the project having formally launched in January 2026.
QARC brings together 14 partners from 11 countries, coordinated by the Brno University of Technology in the Czech Republic. Ukraine’s NCSCC and the Kyiv Aviation Institute (formerly the National Aviation University) are the Ukrainian partners. Five other national cybersecurity agencies from Latvia, Estonia, the Czech Republic, Norway, and Slovakia also participate in the consortium.
According to the NSDC, the project will develop post-quantum versions of key security protocols including Kerberos, PKI, and TLS, along with secure platforms for cloud storage and data transmission. QARC will also produce practical roadmaps for transitioning to post-quantum cryptographic standards, with pilot deployments covering e-governance and electronic voting systems. The project runs through December 2028.
