On December 30, 2020, Vietnamese Prime Minister Nguyen Xuan Phuc signed Decision No. 38/2020/QD-TTg, promulgating a revised list of high technologies prioritized for development investment and a list of high-tech products encouraged for development. Quantum technology was included alongside artificial intelligence, the Internet of Things, big data, and blockchain as technologies on the priority list.

Decision 38 replaced the earlier Decision No. 66/2014/QD-TTg and its subsequent amendments. It took effect on February 15, 2021. The list established the basis for preferential policies and government support directed toward high-technology development across Vietnam’s economy.
