On December 22, 2024, Party General Secretary To Lam signed Resolution No. 57-NQ/TW on behalf of the Politburo, declaring science, technology, innovation, and national digital transformation the top strategic breakthrough for Vietnam. The resolution identifies quantum technology by name as one of several strategic and digital technologies that Vietnam should “step by step master,” alongside artificial intelligence, semiconductors, blockchain, and 5G/6G mobile communications.
Resolution 57 calls for international cooperation in quantum technology research and development with countries possessing advanced science and technology capabilities. It directs the establishment of a fund for investment in strategic industries, with quantum technology listed among the priority areas. At least 15 percent of state budget expenditures on scientific activities are to be allocated toward strategic technology research.
A Central Steering Committee on Science, Technology, Innovation and Digital Transformation, chaired by the General Secretary, was mandated by the resolution. The Government issued an Action Program (Resolution No. 03/NQ-CP, January 9, 2025) to operationalize the resolution’s near-term steps.
