Deputy Prime Minister Vu Duc Dam signed Decision No. 569/QD-TTg on May 11, 2022, promulgating the Strategy for Science, Technology and Innovation Development until 2030. The strategy identifies science, technology, and innovation as the top national policy and a strategic driver of economic growth.
Among the strategy’s missions for information and communication technology development is the objective to research and master quantum technology. The decision establishes targets including raising the proportion of high-tech industrial products in processing and manufacturing to at least 45 percent by 2030 and increasing Vietnam’s Global Innovation Index ranking.
Decision 569 assigns implementation responsibility to the Ministry of Science and Technology, sectoral ministries, and provincial-level People’s Committees. It was replaced by Decision No. 604/QD-TTg on April 2, 2026, which adjusted and supplemented the strategy.
