On June 12, 2025, the Prime Minister signed Decision No. 1131/QD-TTg, promulgating Vietnam’s first list of strategic technologies and strategic technology products. The decision identifies 11 strategic technology groups and 35 strategic technology product groups.
“Cloud computing, quantum computing, big data” is designated the second strategic technology group on the list. Associated strategic product categories include cloud services, quantum computing and communication, and large-scale data centers. Artificial intelligence ranks first on the list, followed by blockchain, next-generation mobile networks, robotics and automation, semiconductor chips, and other groups.
Decision 1131 implements the Politburo’s Resolution No. 57-NQ/TW and the Government’s subsequent action programs. It assigns research and application responsibilities across sectors and provides a basis for ministries to build long-term research plans and concentrate resources on high-potential areas.
